Parker Public Works – Trash Guidelines (Weekly Pickup)

The City provides weekly pick-up of trash, lawn debris and rubbish for residential customers. The fee for this service is $14.50 per month and is listed as “Trash” on your monthly utility bill.

The City shall be responsible for collecting only such items of TRASH, BULK WASTE, and YARD WASTE which are incapable of being placed in a 96-gallon container. If it can fit in your garbage can, it is ineligible for pick-up by the City.

TRASH:  This service consists of bulk waste, yard waste, non-putrescible solid waste, and metal. Construction debris is NOT eligible for pick-up.

BULK WASTE:  This service consists of all appliances (with all CFC removed), furniture, couches, mattresses bicycles (tires removed), televisions, swing sets, tires must be removed from rims, and other similar items and materials other than Construction Debris.

YARD WASTE:  This service consists of vegetative matter resulting from landscaping maintenance or minor land clearing operations. Yard waste shall also include tree limbs or tree trunks that are no greater than four (4) feet in length or four (4) inches in diameter. No tree stumps will be picked up.

Landscaper/Contractor: In the event a city resident hires a private contractor or landscaper to trim or cut trees from their property, the contractor or landscaper shall remove and dispose of all the tree trimmings and or tree trunks cut from the property and shall not place such tree trimmings at the curbside for pickup. A violation of this section shall subject the property owner to a civil penalty pursuant to chapter 26 of this code.

  • Leaves do not need to be bagged but if you bag them, do NOT tie the bag.
  • Ensure yard waste is free of other debris and placed in a separate pile.
  • Debris shall NOT be placed in drainage ditches or near any drainage structures to prevent items from entering the city’s stormwater system.
  • Ensure that no debris is placed directly against fences, mailboxes, vehicles or on water meters, irrigation lines, under utility lines, near utility poles or low limbs.

PLACEMENT:

  • Household trash shall not be placed by the street for collection until the day before the designated collection day.
  • Trash and yard waste must be in separate piles.
  • Any trash to be collected shall be neatly stacked along the street or authorized alley right-of-way abutting your property for collection.
  • All furniture items and miscellaneous trash may be mixed; all metal should be separated.
  • Appliances should be in a separate pile, doors and Freon removed. Appliances will NOT be picked up if doors are attached.
  • No trash should be placed on vacant lots. Must be on right of way adjoining your property. The City of Parker does not allow any community piles. Items will not be picked up and information will be turned over to Code Enforcement and Police Department.

DEBRIS AMOUNT:  The maximum quantity of all trash to be collected by the city per week at any one collection point shall be a volume of 3.5 cubic yards (6 ft. x 4 ft. x 4 ft.) so long as said volume of trash does not exceed 500 pounds in weight and any one item does not exceed 100 pounds.

RENTAL PROPERTY:  At such time a tenant moves out of a residence, this is not considered a normal debris pick up. The trash out pile will be subject to the excess fee table based on the size of pile. Arrangements should be made with the city for the cost. Should a former tenant leave with expense due for a large pile – It is the homeowner or landlord’s responsibility to remove any and all debris left behind or pay the city to remove.

FEE FOR EXCESS TRASH:  Trash exceeding the maximum allowed quantity will be subject to additional fees. If any person desires the City to remove a quantity of trash exceeding the maximum quantity, they may request such service. You will be notified if your trash exceeds the maximum allowed volume with a door hanger. Excess bulk fees shall be paid before pick-up or an Excess Bulk Item Authorization Form may be signed for fees to be added to the next utility bill. Failure to remove excessive trash will result in code enforcement action. For the city to remove excess bulk pile, a fee based upon a cubic yar volume, the current fees are as listed.
            ¼ load             More than 3.5 cy and less than 6 cy              $  62.50
            ½ load             More than 6 cy and less than 12 cy               $125.50
            ¾ load             More than 12 cy and less than 18 cy             $187.50
            Full load          More than 18 cy and less than 24 cy             $250.00
In the event that an owner, agent, tenant, or occupant places over-sized trash curbside that is outside of a 96-gallon container exceeding 3.5 cubic yards (approximately 4’ x 4’ x 6’ or 500 pounds, without being requested to be picked up by the city, the city will provide a notice to the occupant of the premises allowing one week to remove and dispose of such trash.
In the event that the owner, agent, tenant, or occupant fails to remove and dispose of the trash during the allotted time, the city shall remove or cause to be removed the over-sized curbside trash and will charge and bill the fee or the actual cost for removal, whichever is greater, without notice thereof to the customer’s water bill. According to City of Parker Trash Ordinance 2019-381.

EXCLUDED WASTE:  The following excluded waste will not be collected and includes, but is not limited to the following:
Fuel tanks, commercial & industrial refuse, construction debris such as asphalt, concrete, soil, gravel, rock, sheetrock, steel, glass, brick, pipe, lumber, shingles, carpet, insulation, fencing, tree stumps, hazardous materials, used oil, lead-acid batteries, biohazardous and institutional waste, large dead animals, offal waste or stable matter.
